| 摘 要： | 在分析武陵山区农业劳动力剩余及转移现状、特点的基础上，提出了在新农村建设进程中，实现武陵山区农业剩余劳动力有为、有效、有限转移的基本思路，即转变转移观念、创造转移条件、健全转移机制、优化转移主体、调整转移流向、改善转移环境。
