基于以人为本的三峡移民后期扶持工作思考

三峡移民后期扶持是"在移民中发展,在发展中移民"的开发性移民方针的具体体现,是实现移民可持续发展和安稳致富的最有效形式.本人从万州库区移民的实际出发,多视角地探讨以人为本的后期扶持的意义、基本内涵、措施及建议,从根本上解决库区产业空心化、财政贫困化、城镇空壳化问题,走出一条可持续发展的朝阳之路.

On the Human-centered Aid in the Later Period of Migrants in Three Gorges Reservoir Region

Human-centered concept, overall and sustainable development are not only the rudimentary request for setting up and carrying out the developing principle, but also the inevitable choices that the migrants in Three Gorges must make, in order to get richer and well -off. Propping up after emigrating in Three Gorges embodies the development guidelines which are emigration and development react together, and is the most efficient forms to realize sustainable development and flourish smoothly, according to the reality in Wanzhou, we have discussed the meanings, basic contents, measures and advices about propping up after human-centered emigration. The purpose is to let emigrants in Three Gorges can benefit from propping up after emigrating, and then solve the problems of hollowed industry, deprivation in finance. In this way we can develop a way in the sustainable development.
