| 摘 要： | 通过问卷调查以及多次访谈发现:广东省城乡之间在义务教育、公共卫生和基本医疗、社会保障、公共就业服务以及公益性基础设施等五项基本公共服务领域,存在较为明显的非均等化现象。究其原由:公共资源城市偏向的城乡二元体制;政府公共服务责任虚化下的财权与事权失衡;基本公共服务法制滞后导致监督不力;基本公共服务供给主体单一导致供需失衡;农民需求表达机制缺失导致供需信息不对称,等等,这些是造成我省城乡之间基本公共服务非均等化的主要制度性障碍。

| Abstract: | Through the questionnaire survey and interviews,we find serious inequality phenomenon exists between urban and rural in Guangdong province’s basic public services,such as compulsory education,health and basic medical,social security,employment services and public welfare infrastructure and so on.Public resources between urban and rural areas are different.The government public service responsibility allocates the imbalance.The basic public service legal lag leads to ineffective supervision.Poor basic public service supply of the subject in a single causes unbalance of supply and demand.The lack of farmers demand expression mechanism of supply and demand leads to information asymmetry.It proposes the solution strategy and suggestions. |
