明清时期徐州地区自然灾害及其社会应对

明清时期徐州地区自然灾害频繁发生,明清两朝均有蠲免税粮、截拨漕粮、开仓赈济等一系列荒政措施予以应对,力图在保障封建统治秩序的前提下维系地方民生。作为国家荒政措施的执行者和地方救荒的组织者,徐州地方官员积极参与地方水利兴修和荒政建设,以地方士绅为主体的民间力量也在地方救荒中发挥了重要的作用。

The natural disasters of Xuzhou area and its social countermeasures in the Ming and Qing Dynasties

On the premise of protecting their fedual system,in order to maintain the livelihood of local people,the governments of the Ming and Qing Dynasties took a series of famine relief measures such as relieving taxation and grain,transferring canal grain,opening granary to aid victims to cope with the frequent natural disasters in Xuzhou area.As the implementators of the national famine policy and the organizers of local disaster relief,the local officials of Xuzhou took an active participation in local water irratating building and famine relief building.Besides,the local gentry as the main part of the civil force also played an important role in the local famine relief.
