| 摘 要： | 列举了公务员自控缺失的现象,分析了公务员自控缺失的影响因素,提出了培育公务员自控力的措施：加强人本管理,促进人本行政文化的构建;健全管理机制,提高公务员自身的免疫力;加强公务员职业道德建设;加强公务员的自我监督和自我矫正。

| Abstract: | The phenomena and the influencing factors of civil servants self-control deficiencies were particularized and analyzed. Measures to cultivate self-control of civil servants were put forward： implementing the human-oriented management, promoting the construction of the human-oriented administrative culture, building up a perfect management mechanism, enhancing the consciousness of civil servants, strengthening the building of professional ethics of civil servants, and strengthening the self- monitoring and self-correction of civil servants. |
