法治的基本法律特征包括；法治的价值基点-防止最坏的情况；法治是在国家权力相对性的理念基础上展开的；法治的基本要求-法的最高权威性；法治以人的社会性行为作为法律的界限；法治确认与人性一致的平等观；法治对国家权力的要求；国家权力的分化，国家权力的非个体意志化和公开化，法治要求法具备可预测性和可诉性。

Talks on Rule of Men and Rule of Law

The basic characters in Rule of Law include: its(Rule of Law) value basic point--preventing the worst situation occuring; its basic demands--the supreme autbority of the law; taking the human's social behaviors as the law's demarcation; it affirms the equality idea which is unanimous with humanity; its demands to the state power:the differentiation of the state power, the pubic-making and unpersonal wiil of the state power and it demands the law be equipped with predicability and accusability.
