| 摘 要： | 党的十七届五中全会进一步强调要＂发展壮大县域经济＂。政协工作首先要认识加快发展县域经济的重要性和紧迫性,切实增强责任感和使命感。其次,要从推进思想解放、提高管理水平、创新资源环境、培育人力资源四个方面明确工作思路。第三,提出从深入学习科学发展观、服务发展第一要务、坚持以人为本、突出团结民主两大主题和加强政治文明建设五个方面,突出人民政协在发展县域经济建设中的作用。
