县域基础教育质量监控体系的多维构建

摘    要:在“以县为主”的基础教育管理体制下,构建县域基础教育质量监控体系具有重要的现实意义。实践中,一是要充分发挥政府主体的职责、学校主体的使命和社会主体的作为;二是要围绕教育目的、教育过程和教育结果开展监控;三是要构建质量监控的队伍支持机制、投入保障机制和信息反馈机制;四是要运用单项监控与综合监控相结合、个体监控与群体监控相结合、静态监控与动态监控相结合的方法;五是要遵循质量监控的规范性原则、整体性原则和发展性原则。

Abstract:Under the management system of elementary education on the basis of county, it is realistically significant to construct an elementary education quality supervision system in range of county. When implementing the supervisions, the following attention must be paid to. First, the obligations of government, the missions of school and the conducts of society must be fully played. Second, the supervisions must be carried out around the target, process and effect of education. Third, such systems should be constructed as personnel group of quality supervision, financial input and information feedback. Four, such combinations of supervisions should be stick to as single and integrated one, individual and collective one and static and dynamic one. Five, such principles of quality supervision should be followed as specification, integration and advancement.
