| 摘 要： | 加快推进惩防体系建设是切实履行反腐倡廉责任的重要任务,是贯彻落实反腐倡廉方针的具体体现,也是深入开展反腐倡廉建设的迫切需要。各级党委、纪委和纪检监察部门要认真学习、深刻领会、正确把握构建要求。具体来说,就是要体现战略性,在服务发展上下工夫;要体现实效性,在突出重点上下功夫;要体现系统性,在整体构建上下功夫。同时,为确保惩防体系建设的可持续发展,我们还要抓主体：奠定组织保障;抓落实：严格责任考核;抓创新：提升构建质量。
