长株潭城市群统筹规划利用土地的调控研究

长株潭三市是湖南省经济社会发展的核心区。随着长株潭城市群和区域一体化的建设发展,在协调用地上存在着以下问题:各主城区扩张不够合理,建设用地布局分散失衡;建设用地各主城区不足,周边县市相对宽松;城乡土地利用统筹不够,用地二元结构问题严重;处于不完整产业链低端,土地利用经济效益不高;三地市场存在行政分割,区域发展土地成本较高。为有效解决这些问题,应采取统筹规划利用土地资源的创新举措:一是编制一体化的土地利用总体规划和专项规划;二是成立土地利用调控管理机构,制定全面协调的政策体系;三是适度向重点区域和项目倾斜,优惠政策保障建设用地供给;四是技术和制度并举,积极拓展建设用地空间。

The Research on Regulating and Controlling Land Planning and Use as a Whole in CZT Urban Agglomeration

CZT area is the core area of economic and social development of Hunan province.With the construction of regional integration and urban agglomeration.There exist the following problems in the land use in CZT area:The expansion of main urban districts was not reasonable and the layout of building land was dispersive and imbalanced.The building land was insufficient in the downtown areas but relatively sufficient in surrounding counties. There is lack of planning in the land use of urban and rural areas and there exist dualistic structure in the use of building land.Most industries are in low side of industry chain,so the economic efficiency of land use is low. The land market is segmented by administration in every city that the cost of land is high.To solve effectively these problems,a series of innovated countermeasures are proposed for the planning and use of land resources in CZT area: Firstly,the administrators in Changsha,Zhuzhou and Xiangtan should make the overall land use planning.Secondly the management agency of land use should be established and relevant policies should be made to coordinate land use in CZT.Thirdly,the strategy of favoring properly important areas and projects should be carried out.Finally, the space of building land should be expanded by technique as well as policy innovation.
