| Abstract: | The scientific development is the sustainable development coordinating the economy and the society. The new developmental strategy in 21th century is a muhilayer comprehensive target systematic strategy, as well as a comprehensive strategy pursuing the all - round development of the society and economy, which advances the conservation and innovation of national culture, promotes human development and social transfer, and furthermore it promotes the economy to increase continuously and society to develop all- roundly. |
