| 摘 要： | 目的 20世纪60年代以来,受新经济社会思潮的影响,国外城乡规划扭转了物质功能主义规划的传统,转向"以人为本"的空间利益公正视角的物质与社会目标规划方向发展。方法根据相关文献总结分析国外农村建设规划的特征及现状,然后分析当前中国新农村规划建设中存在的问题。结果坚持"以人为本"的发展理念,从农村居民利益保障视角探讨在新农村规划建设中如何更好地体现出空间利益的公正,并结合陕西省铜川纸坊村新农村规划建设加以分析。结论空间利益公正的保障体系构建能使新农村规划更加现实,真正在规划上达到和谐社会的要求,为中国新农村建设提供了崭新的理论视角,为传统规划模式的创新提供理念依据。
