论解决我国立法冲突的几项措施

要解决立法冲突问题至关重要的是赶紧出台酝酿已久的《立法法》，从而使立法活动规范化。作者由此出发提出了七项措施：完善授权立法；提高立法者素质；加强立法程序的科学化、民主化；完善立法监督；健全法律、法规的清理、编纂和修改工作制度；加强备案审查制度；建立法律规范冲突的裁决制度。

A Few Measures to Resolve the Conflict of Legislation in China

To solve the conflict of legislation, the most important is to promulgate the law of legislation which has long been brewed, thus standardizing the leqislative activities. In this paper, the author raises for discussion seven measures: Perfect our authorized legislation; Enhance legislators' quality; Make the legislative procedure scientific and democratic; Strengthen the supervision over legislation; Amplify all the rules and regulations of legislation; Enforce the putting-on-file work and examination; Establish an ad judicative institution of conflict of laws.
