| 摘 要： | 对当前不完善的高速公路收费制式进行了系统的分析，在得出当前收费制式的缺陷后引入时空消耗的概念，提出了以时空单位消耗作为道路提供服务的依据，首先提出了对当前收费制式进行了改进的措施，在收费时考虑时间的因素，对费用进行一定的折算，对时空消耗概念进行推算法，提出了以时间作为计费单位的收费方法，同时对实施该方法的优缺点进行了论述，该方法类似于电话IC卡，最后对高速公路采用电子收费 系统进行全面联网收费的可行性进行了讨论。

| Abstract: | This paper analyzes the shortcoming of current freeway toll method in China was analyzed and the time space consume conception is used to explain the service that freeway can provide. A new freeway toll method is put forward. When calculating the payment, the velocity factor must be taken into account.Analysing the time space consume conception, the method based on the time used by driver on the freeway network is proposed. Then a toll method for this conception is provided. The paper also discusses the feasibility of different freeway using ETC method to toll in all the country with one tag only. |
