高等院校学术权力弱化原因及对策

学术权力弱化的根本原因在于高校学术权力的非独立性,权力行使主体的认定、主体结构和素质、权力运行等几个权力构成要素造成了学术权力丧失独立性,同时行政权力由于其特性使然必然对学术权力进行强势干涉,进一步弱化了学术权力行使。要增强学术权力的行使,首先要通过构建独立的学术组织,其次是在制度制约的情况下,全面公开权力运行过程,确保高校权力始终掌握在合适的人手中。
