生态文明视野下的六安市矿产资源开发利用之对策探讨

六安市矿产资源丰度居安徽省前列,境内铁、钼金属矿产资源储量达到特大型规模。至2008年底,六安市已开发利用各种矿产20种,其中霍邱铁矿资源开发已初具规模。六安市矿产资源开发存在着勘查资金投入不足;优质矿产仍深埋地下,资源优势远未发挥出应有的经济优势;矿业结构调整步履维艰;矿山生态环境问题较为突出等诸多问题。矿产资源的开发利用是扰动或破坏自然生态环境的一个十分重要的基础产业,因而加强六安市矿产资源开发的生态文明建设就显得十分的重要和迫切。更新观念,多渠道筹资发展矿业;实行矿产开采政策调整措施;严格执行矿山地质环境保护规定,落实矿山企业治理和恢复矿产开采中破坏的矿山地质环境义务。加强矿产资源保护及合理利用,坚持生态文明立市方针,当前应着力做好规范采矿权设置、加强矿权管理等六项基础工作。同时注重搞好霍邱铁矿开发利用的规划和管理,避免产生较大的矿山生态环境破坏隐患。

Discussion on the Countermeasures to the Mineral Resources Exploitation and Utilization in Lu＇an City Based on Ecological Civilization

The abundance of the mineral resources of Lu＇an city is at the top list of Anhui province,whose reserves of metal mineral resources in iron and molybdenum ranges to a large scale.By the end of 2008,Lu＇an city had developed and utilized about 20 species of mineral resources,among which the exploitation of iron ore resources in Huoqiu county has begun to take shape.However,there are still a lot of problems such as the shortages of enough pour of capital in the exploitation of mineral resources of Lu＇an,the slow speed of the adjustment of mineral structure,still unexploitation of high-quality mineral resources,the advantages of the resources far from being exploited to the full;the adjustment of mining structure being specially difficult,and bad ecological environment around mineral resources in Lu＇an city.The mineral resources exploitation and utilization is an important basic industry that can result in bad ecological environment,so it is quite urgent to enforce the construction of ecological civilization while exploiting the mineral resources.We should update our ideas,try all means to raise funds for the development of the mining industry,adjust the policies for the exploitation of mineral resources,strictly obey the regulations for the protection of geological environment of mine,and promote the obligations that enterprises must govern and protect the geological environment in their exploitation of mineral resources.At present,we should gauge the mineral rights,make rational use of mineral resources,insist to the policy of ＂ecologically-civilized city＂.Simultaneously,we also should attach importance to the planning and managing of exploitation and utilization of Huoqiu iron mine,avoiding the serious damages to the ecological environment around the mine.
