上饶城市化发展对策探析

＂十二五＂是欠发达地区城市化发展的关键时期。城市化是衡量一个地区经济和社会发展的重要标志,是实现跨越式发展的重要依托。作为中部地区城市化率相对偏低、区位优势明显、发展潜能巨大的上饶,必须认清城市化的发展特征和存在问题,坚持三层级、多元化、市场化、规模化、个性化、可持续发展原则;创新民本发动机制、能人回流机制、要素集聚机制、土地流转机制、人口选择机制、职业培训机制、同化平等机制、专心进城机制;加强领导、组织落实,创新制度、突破瓶颈,集中力量、加大投入,多元融资、加快进程,三级构架、逐级推进,办好园区、增强后盾,加快城市化进程,实现跨越式发展。

The period of the 12th Five-year Plan is a critical point for the urbanization development of those less-developed areas.Urbanization is an important mark of measuring the economic and social development of an area,and it is also an important support of realizing a leapfrog development.As Shangrao has a relatively low rate of urbanization,but a visible regional advantage and great development potentials,it＇s required to recognize the development features and problems of Shangrao＇s urbanization;it＇s necessary to keep to the principles of three-level development,pluralism,marketization,scalization,personalization and sustainable development;it is necessary to create such mechanism as initiating people-centered power,talents re-circulating,elements gathering,vocational training,assimilation and equalization,and focusing on migrating to the city;it＇s necessary to strengthen the leadership,to guarantee the implementation,to innovate systems,to break through the vase neck,to gather up the strength,to add devotion,to diversify the financial arrangement,to speed up the proceedings,to construct a three-level system,to advance stage-by-stage,to well manage the industrial parks,to strengthen the backing,to speed up the urbanization,and to realize the leapfrog development.
