| 摘 要： | 针对开封市新旧城区之间的差异,本着各取所长,发挥优势的原则,确定新旧城区各自的功能,实现两者的良好对接.旧城区的功能选择是发展旅游业和其他配套产业,并在适当的时候将企业的研发部分留在旧城区,而将具有污染性质的生产主体搬迁.新城区的功能选择是在原有工业发展的基础之上具体发展高附加值、高新技术、绿色环保的工业行业,现代服务业及物流业.另外,对开封市新旧城区的具体工业行业选择、基础设施建设、区域文化建设、政策及管理等方面提出了新旧城区功能对接的基本对策.
