| 摘 要： | 三峡库区人力资源素质低下，其主要表现是科技发展水平落后，并严重制约库区经济的快速发展。因此，如何提升三峡库区科技水平已成为人力资源开发的重点。文章通过对科技创新与经济发展的关系及三峡库区科技发展的现状分析，提出了科技创新的基本战略。

| Abstract: | The human resourses in Three Gorges Reservoir are in poor quality. This mainly reflects in the backward level of science and technology development which have seriously restricted the economic development in this area. So how to improve the scientific level in this part has already become the focus of developing the human resourses. The author of this paper advances the basic strategies of scientific innovation by analyzing the present situation of the relationship between scientific innovation and economic development. |
