| 摘 要： | 针对目前忽视设计阶段工程造价的管理，导致工程投资严重失控的现象，建议在工程设计阶段应从转变观念、实行限额设计、推行招投标制、运用价值工程原理、实行奖惩制度等5个方面入手来有效地控制工程造价。

| Abstract: | In the light of the phenomenon of ignoring the control of the construction cost in the design stage and causing the serious incontrollableness of the engineering investment, this paper puts forward some measures for making effective control of the construction cost in the design stage such as transforming the conception, carrying out the design within quota, promoting the public bidding system, using the principle of the value engineering, and putting in practice the system of rewards and penalties. |
