| Abstract: | The scientific development outlook inherits and develops the Marxist development outlook, its target is to promote the all-round development of the people, and its core is to take the people as the fundamental factor. The scientific development outlook is required by realizing the strategy of prospering the country with the talents, required by constructing the socialism with Chinese characters. |
