"城中村"问题及其反思

近年来,在诸多城市化水平较高的城乡地区,出现了日益增多的"城中村"现象。城中村的积极影响表现为对外来人口容纳所起的社会减震器作用和对本地村民转型所起的社会保障作用,消极影响表现为脏乱差的物质形态带来了安全隐患、破坏了城市形象,村民寄生型的精神状态导致自甘堕落、有被边缘化的倾向,混乱的社会治安的外部效应增加了政府的管理成本、激化了与周边地区的矛盾。基于以上问题的考虑,对城中村问题的反思主要从"快速城市化和中国特色的城市化"与"效率和公平"两个角度展开,认为目前城市化应该小步快走,不应该大步前进,应走具有中国特色的城市化道路;对城中村问题的解决不能简单通过牺牲公平来获得效率。

The Problems and Reconsideration of "the Countryside in the City"

In recent years,there is an increasing number of"the countryside in the city"in some areas with high ur- banization level.On one hand,it exerts positive social security effects on the floating population and native villagers,how- ever,on the other hand,it destroyed the living environment of the city,produced hidden danger of security and intensif- ying the conflicts with bordering regions,therefore,increasing the complexity of administration on the part of the govern- ment.Based on above problems,the author makes further reconsideration of the construction of cities in terms of two as- pects,that is,to combine rapid urbanization with urbanization of Chinese characteristic,combine efficiency with equality.
