| Abstract: | The exploitation of the West of China should be based on the development of human resources, and establish the development strategy of human resources. In the process of advancing the development strategy of human resources, the government should speed up the foundational installation construct, build public opinion and value guidance, strengthen the macroscopic adjustment of the development of human resources, accelerate the transformation of educational system, and insure sustainable development of the exploitation of the West of China. |
