| 摘 要： | 水能资源开发利用具有外部性,从代内、代际两个角度研究了水能资源开发利用的环境公平问题。对四川水能资源开发利用引发的生态环境问题进行了分析。构建了水能资源开发利用的生态补偿机制模型,系统分析了水能资源开发利用生态补偿机制的目标、原则、主体、客体以及补偿的途径与方式,采用生态系统服务价值法建立了水能资源开发利用的生态补偿机制。

| Abstract: | The development of hydropower resources has externalities.This paper studies the environmental equity in the exploitation and utilization of hydropower resources from the angle of within-generation and inter-generation.And the environment problems in developing hydropower resources of Sichuan Province are analyzed.We set up the ecological compensation model for the exploitation and utilization of hydropower resources.The goal,principle,subject,object and the approach and mode for the exploitation and utilization of hydropower resources are systematically analyzed.Moreover,the ecological compensation mechanism is put forward based on the ecosystem services value. |
