| 摘 要： | “十二五”时期是我国破解牧区可持续发展难题的黄金时期，本文在生态优先的理念下，推导了我国牧区可持续发展的理论模型，并指出“以草为本、草业先行”、发展现代畜牧业、推进农牧结合是我国牧区可持续发展的路径选择。最后论文从加快发展现代生态畜牧业、巩固和加强草原保护力度、转移牧区多余劳动力和积极发展草产业等四个方面给出了相应的对策建议。

| Abstract: | ＂The Twelfth Five Year Plan＂ is a golden period for China to solve sustainable development problems.This article derives a theoretical model for the sustainable development of pastoral areas,and points out that ＂putting grass industry first＂,developing modern animal husbandry industry,and promoting the combination of agricultural industry and husbandry industry are paths for China’s pastoral areas to realize sustainable development based on the ideology of ＂ecology first＂.Finally,six policy implications including ＂promoting the development of modern animal husbandry industry,strengthening the protection of grassland,transferring extra labor of pastoral areas,and positively developing grass industry＂ are put forward. |
