| 摘 要： | 通过对宁夏昊忠市利通区隐性城镇化的特点、形成机理和功效利弊的分析，提出了将隐性城镇化转为显性城镇化的几点举措，即创新政策体制．加快利通区小城镇的建设，促进农村经济增长和农民增收以及形成有效合理的农村剩余劳动力的转移机制，旨在提升利通区的城市化水平，以带动整个区域的跨越式发展．

| Abstract: | This paper analyzes the characters, the reasons and the advantageous and disadvantageous factors of the recessive urbanization, and puts forwards some point and reasonable suggestions to change the recessive urbanization into urbanization, which are innovating policy system, quickening the construction of Litong, accelerating the increasing of rural economics and the peasants income, forming an effective and rational transferring mechanism of rural surplus labors. In order to improve urbanization level of Litong and lead the regional great-leap-forward development. |
