韶关各县市基本公共服务均等化的问题与对策

历经三年半的不懈努力,韶关各县市基本公共服务均等化工程取得了较大成效.然而,我市在义务教育、医疗保险、养老保险以及公共就业服务等基本公共服务领域仍然存在比较突出的非均等化现状.究其原因,目前我市尚不具备与全面推进基本公共服务均等化相匹配的财政能力;故而因地制宜地出台了差异性的基本公共服务标准,最终导致非均等化结果.为此,逐步建立一体化的基本公共服务标准,努力实现基本公共服务财力均等化,健全规范基本公共服务实施机制,等等,是韶关市推进基本公共服务均等化的必然举措.

Problems and Countermeasures of Basic Public Service Equalization in Shaoguan Counties

Shaoguan counties＇ basic public service equalization has achieved remarkable success after three and a half years. However, our counties are still not equal status in many basic public services areas. Our counties do not yet have the fiscal capacity to promote the equal basic public services, therefore the governments unveil fresh difference standard of basic public services according to their local conditions, and carry out these difference standard. As a result, Shaoguan counties should gradually establish the integration of the basic public service standards, and strive to realize the equal basic public service resources, improve the basic implementation mechanism of public service specification.
