在工业化、城市化、信息化、市场化和国际化背景下，少数民族人口迁徙与流动的日益加快，给我国城市民族工作带来了新的机遇和挑战。城市民族工作要坚持统筹兼顾，以促进少数民族和民族地区的整体发展与社会和谐为目标，以改善民生为重点，加大发达城市对口帮扶少数民族贫困地区的力度，在教育、医疗卫生、社会保障、就业等公共服务领域保障城市各民族群众的基本权益，并在注重城市化进程中少数民族文化的传承与保护的同时，加快城市民族工作的立法进程。
