户籍制度改革对农民工融入社会的影响分析

作为由农村流人城市的不断扩充的外来社会群体，农民工虽改变了自己生存的空间位置，却远未完成从农民到居民的角色改变。在影响农民工融入社会的诸多因素中，户籍制度被认为是最关键的。户籍制度改革呼吁建立统一的一元户籍制度。在城镇社会保障制度逐渐与农村社会保障制度接轨的过程中，在土地价值越来越趋于上升的大背景下，农民工保留土地的预期会更强烈，不能简单地寄希望于农民工的转户。政府主导的“土地换户籍”不管是使农民生活更无保障，还是使农民“一步登天”，都不能使农民工真正融入社会。解决“三农”问题的根本途径是城市化，而城市化最重要的内容应该是人的城市化。
