| 摘 要： | 新公共管理是20世纪70年代后发展起来并产生广泛影响的政府治理理论及运动，它为政府管理与改革提供了不同的视野，但其无论是在理论和实践方面都还存在着种种缺陷，从这两个方面进行反思是有必要的。
