To govern by law and to govern by ethics are two strategies in governing a country,the former advocated in a sense of political construction and political civilization, while the latter catalogued in the field of thought and ethical civilization . Since they are complementary to and compatible with each other, we must strengthen the ethical construction along with the construction of the legal system so that we can establish an ethical system which coincides with the socialist market oriented economy.
