公务员退出机制研究

摘    要:公务员退出机制的建立是完善公务员制度的一个重要方面。中国公务员制度实施十余年来,在公务员退出机制上仍存在着制度不完善、激励机制不健全等问题。建立和完善公务员退出制度,对于构建一支富有活力、拥有创新力,能进能出、能上能下,机构优化的公务员队伍具有重要的现实意义。

Abstract:The establishment of exit mechanism in the civil service system constitutes an important part in the improvement of the civil service system in China.However,during the 10-year implementation of the civil service system,imperfectness still exists in the exit mechanism and incentive mechanism.Building and perfecting the exit mechanism has very important practical value for the construction of a contingent of civil servants which is dynamic,innovative,well structured,while the civil servants can be promoted or demoted.
