整体推进西部城乡基础教育均衡发展的制度设计——以川北南充市为例

从长远发展看，推进西部城乡基础教育均衡协调发展，促进教育公平公正，办人民满意的教育，最根本的是着眼于制度安排，为其创设良好的政策环境。具体来说，应制订建设标准，明确基础教育均衡发展目标；强化政府职责，建立健全教育保障体制机制；改造薄弱学校，逐步缩小办学条件标准差距；开发人力资源，推动基础教育高位均衡发展；加强督导评估，促进基础教育持续健康发展。

On the System Design to the Integrated Promotion of Basic Education Balanced Development in Rural and Urban： A Case Study of Nanchong in Northern Sichuan

From the longterm development, only a suitable system is designed to construct a good environment can it be achieved that the basic education in the rural and urban further develops with balance and coordination, with fair and justice and with people＇s satisfaction. Specifically, the standards of development must be drawn up, the obligation of government should be emphasized, the weak schools would be rebuilt, the resource of talents might be used and the supervision and evaluation could be insisted.
