Address at the Global Summit on Merit Review

Mr.Chairman,colleagues,ladies and gentlemen, Good morning, It is a great honor for me to be invited to attend this Global Summit on Merit Review.As the topic for this summit,merit review or peer review constitutes the core mechanism for science funding and functions as the life line of the quality of research projects funded. We are delighted to see that,after a series of regional meetings,6 principles for scientific merit review are proposed and will be established by a common declaration at this summit upon the consensus reached     

An atomistic simulation of site preference and vibrational properties of UMxAl12-x （M = Fe, Co, Ni, Cr and Mn） and UMxAl1z-xHx

A series of lattice inversion pair potentials are used to evaluate the phase stability and site preference for uranium intermetallics UMxAl12-x (M = Fe, Co, Ni, Cr and Mn) and their related hydrides. Calculated results show that Fe, Co, Ni, Cr or Mn atoms preferentially substitute Al at the 8f site. Interstitial H atoms only occupy 2b interstitial sites in UMxAl12-x. Calculated lattice constants are found to agree with a report in the literature. Elastic constants and bulk modulus of UMxAl12-x and UMxAl12-xH were also investigated. In particular, the phonon densities of states (DOS) of these actinide compounds were evaluated for the first time.     

Super resolution reconstruction of moving objects from low resolution surveillance video

Construction of high resolution images from low resolution sequences having rigid or semi-rigid objects with unified motions is often important in surveillance and other applications. In this paper a novel object-based super resolution reconstruction scheme was proposed, in which a six-parameter affine model-based object tracking and registration method was first used to segment and match objects among a sequence of low resolution frames. The motion model was then further extended to the traditional maximum a posterior (MAP) super resolution algorithm. The proposed object tracking and registration method was evaluated by both simulated and real acquired sequences. The results have demonstrated the high accuracy of the proposed object based method and the enhanced reconstruction performance of the extended approach.     

Asian Regional Scientific Collaboration in the Era of Globalization

Mr. Chairman, All of the distinguished participants, Ladies and gentlemen,
I am very delighted to be here together with all of you from research councils and science funding institutions in Asian countries and share views on the promotion of scientific collaboration in the region.     

Retrospect and Prospect of the Influence Diagram

The evaluation algorithm and the application of the influence diagram were surveyed, which argues that to construct an explicit,compact and objective influence diagram is of the most importance. There are two suggested ways for realization of the influence diagram: introducing the achievements of the modern psychology, cognitive science, behavior science, and so on to represent and solve uncertainty to build a well-constructed influence diagram; based on the observed data to build an influence diagram. Also, the limitations of the influence diagram were analyzed, such as that it cannot deal with asynunetric problems efficiently, cannot picture dynamic problems,cannot model the problems with a limitless horizon, and ther is no highly efficient algorithm. And some potential methods to overcome these limitations were pointed out.     

Integrated Passive and Active Vibration Control of Ultra-precision Lathe

In ultra-precision cutting process, vibration is one of the key factors affecting the machining quality. In this paper, the damping methods of HCM-I Ultra-precision Lathe are discussed in both complete machine and slide. It is pointed out that integrated passive and active vibration control (IPAVC) by combining passive vibration control (PVC) and active vibration control (AVC) can not only eliminate high frequency vibration but also improve the damping effect to low frequency vibration. Experiment results show the effectiveness of the integrated passive and active vibration control.     

Alkaline pressure oxidative leaching of bismuth-rich and arsenic-rich lead anode slime

A new alkaline pressure oxidative leaching process(with NaNO3 as the oxidant and NaOH as the alkaline reagent)is proposed herein to remove arsenic,antimony,and lead from bismuth-rich and arsenic-rich lead anode slime for bismuth,gold,and silver enrichment.The effects of the temperature,liquid-to-solid ratio,leaching time,and reagent concentration on the leaching ratios of arsenic,antimony,and lead were investigated to identify the optimum leaching conditions.The experimental results under optimized conditions indicate that the average leaching ratios of arsenic,antimony and lead are 95.36%,79.98%,63.08%,respectively.X-ray diffraction analysis indicated that the leaching residue is composed of Bi,Bi2O3,Pb2Sb2O7,and trace amounts of NaSb(OH)6.Arsenic,antimony,and lead are thus separated from lead anode slime as Na3AsO4·10H2O and Pb2Sb2O7.Scanning electron microscopy and energy-dispersive spectrometry imaging revealed that the samples undergo appreciable changes in their surface morphology during leaching and that the majority of arsenic,lead,and antimony is removed.X-ray photoelectron spectroscopy was used to demonstrate the variation in the valence states of the arsenic,lead,and antimony.The Pb(IV)and Sb(V)content was found to increase substantially with the addition of NaNO3.
