One of the problems facing public education institutions in Brazil is the question of the correct handling and treatment of waste electrical and electronic equipment (WEEE). Being that these institutions are part of the public sector, they should adhere to Decree no. 99,658/1990 for the disposal of their goods. However, this decree is not completely in accordance with the Brazilian National Solid Waste Policy (PNRS), especially when considering the regulations for disposal of public goods. Thus, these institutions have no WEEE management model which encompasses not only the Decree but also the PNRS. An example of this situation can be found at the Federal University of Itajubá (UNIFEI) in Minas Gerais, Brazil. Due to the lack of such a management model, the university warehouse is at full capacity and unable to receive additional electronic equipment. Therefore, the objective of this study is to create a management model for WEEE to be used at public education institutions using the guidelines set forth in both the Decree and the PNRS. An action research investigation was performed at UNIFEI which relied upon two improvement and learning cycles to deal with all the WEEE found at the university. The first was undertaken at the university warehouse and the second at other sectors within the institution. In addition to the practical results obtained by properly disposing of 474 WEEE products, this study showed that action research is an adequate management tool for public institutions looking to deal with problems of this nature, being that these institutions are almost always subject to bureaucratic controls with respect to their public property, and expected to follow rigorous legislation that is often times controversial.  相似文献

Competency-based management is a strategic approach for Human Resources Management and organizational change. Additionally, in business environment, information technologies competencies are a significant factor to organizational success (Bharadwaj, MIS Q 24(1):169–196, 2006). However the implementation of a model of competency-based management in business environment is difficult and complex (Lawler, J Organ Behav 15(1):3–15, 1993). In this context, Information systems are a suitable tool to manage individual and organizational knowledge (Alavi and Leidner, MIS Q 25(1):107–136, 2001; Bowman, Inf Syst Manag 19(3):32–40, 2002). This paper introduces a dynamic approach to a competency-based model through IT. We validate such approach through an action research project in RTVE, the largest company and reference public corporation of radio and television in Spain. The action research process in this organization is presented, and the findings highlight the potential benefits of the proposed model, and may be used in facilitating organizational change.  相似文献

This paper tells the story and conclusions of a 1 year research project which took place over the calendar year of 2006. It was undertaken within a local government authority (or Local Authority—LA) in the UK. The specific research question to be answered was: “Can the application of systems methods in the LA aid Authority staff in developing and enhancing their professional practice?” A supplementary question arising was: “Can such learning be of wider value to other sections of the public sector (for example in other regions of local government or the health sector)?” In the process of the year 91 separate action research interactions took place. The research comes to three systemically linked findings: Firstly, LA middle managers are often caught between two realities ... strategic initiatives and operational demands. In the gap between these two realities they experience change in many guises but most critically in terms of government directives, ICT initiatives and restructuring. Despite this complexity managers did not appear to always have adequate tools to deal with issues arising in their context. Secondly, an assessment matrix developed originally at the Open University is a valuable tool for assessing the systemisism and reflective capacities of staff and, thirdly, a new, blended hybrid training programme to develop systemic reflective practitioners able to manage across the strategy/operations gap was developed and pilot tested in 2007. This programme shows signs of providing enhanced professional practice and, at the time of writing, is being further piloted with a view to establishing its wider applicability within the public sector.  相似文献

Non-governmental organizations (NGOs) offering supported employment services in Taiwan recently have identified a missing link between their programs and the vocational programs students with disabilities received in secondary special education system. Sponsored by a national initiative aimed to enhance public education through crossover trials and social inclusion under the umbrella of ??HighScope Taiwan??, academics and mainly senior social workers devoted to supported employment for persons with intellectual disabilities started a two-way outreach program through action engagement in 2007. Action research became the common focus of the joint task forces across social work, public education systems, and academia. The article provides field-based reflections of the action research project and suggests ways in which practice of action research may increase social impact in the professional development of individuals.  相似文献

A briefing workshop was run in an effort to involve its participants in choosing a strategic direction, and eventual form, for a proposed facility. The workshop was an action research, participative process that sought to improve final design by preconsultation with some relevant stakeholders. This paper will specifically focus on our attempt to use strategic planning software at an early stage of such a workshop. It discusses and illustrates the difficulties of importing a new technique into an established, professional setting where activities and roles may be expressed, or assumed, on the basis of previous experience. More exactly, although we hoped to use our software to analyze and explore participants' design styles, and so predict their likely choice of design option, the architects present undermined such analyzes by playing a role rather than telling the software what they really thought about the various strategic choices. Hence it was, in some ways, a waste of time using our software. We speculate below whether such undermining might be symptomatic of deep philosophical differences between the workshop organizers, planners, and architects. We also examine whether such differences bode ill for the future of architecture.  相似文献

Our purpose in this paper is to contribute to the field of systemic practice by sharing a process of professional learning based on meta-action research. The process emerged as we engaged with evaluation data from a leadership development program (LDP). The aim of this LDP had been to help leaders design their team projects on poverty reduction through action research methods in six African countries. As facilitators of the program we discuss our experiential learning based on critical reflection. We explain how meta-action research can transform understandings of ways to improve professional practice in future applications. We present three process models: (1) a model of reflection on action, (2) a meta-action research model, and (3) a model for lifelong learning through meta-action research. These models may be of benefit and interest to readers who facilitate systemic practice and action research in education, higher education, communities, industry and government.  相似文献

The aim of this paper is to demonstrate how project-based learning can be used from a critical systems perspective in data warehousing education. Data warehousing is a discipline in information technology focusing on providing data-driven decision support systems for strategic decision making. In this study we used action research from a critical (emancipative) perspective to reflect on our current instructional design of the data warehousing module before redesigning it to better serve the needs of the involved and affected. We used critical systems heuristics and project-based learning as frameworks of understanding to guide our intervention. Project-based learning is a learning/teaching approach aimed at organising the learning experience in terms of a project. We used written interpretive interviews in the diagnosis and evaluation of success phases of our action research cycle. Our reflection is according to the action research model of Checkland reflecting on our success in the area of application (data warehousing instruction) as well as our methodology (action research from a critical social theory perspective) and our framework of ideas (project-based learning and critical social heuristics).  相似文献

The importance of the cyclic transformation of tacit knowledge into explicit knowledge for the knowledge-creation organisations is strategic. Yet in many instances this transformation is supported by informal settings with low process controllability. It is critical though that this be followed by a more systematic approach. A number of models of organisational learning have been developed by extrapolating individual learning styles, as is the case of the holonomic framework. However, there is a need to relate more closely models of learning and of knowledge creation to the knowledge elicitation methods, in order to further support knowledge management practice. This paper examines the holonomic framework with the view of informing the systematic elicitation of strategic knowledge in professional practice. It draws upon the experience and practical application of elicitation methods–in particular causal mapping and scenario building methods–to elicit middle-senior managers’ strategic knowledge by candidates to a Masters in Business Administration. The two methods are benchmarked against the holonomic cycle of knowledge development with regards to its learning phases, thus providing a more integrative approach to strategic knowledge elicitation methods.  相似文献

This article discusses problematic aspects of the role of the action researcher when working with multiple stakeholders on a complex research project concerning regional development. The case presented here deals with the improvement of the regional innovation system in a small region in the south of Norway. The project resulted in a conflict between stakeholders and the action research (AR) team. We claim that when working in a regional context, the role of the action researcher is set to be a collaborator in a context of power play; the ultimate stakeholders must be defined as the citizens in that region. Therefore, in some situations the action researcher must have a legitimatised right to abandon collaboration and present a critical voice in the public deliberation. Strategic power play and strategic action by stakeholders represent a clear threat to the soft approach of collaboration, reflectivity, and democratic dialogue that AR represents. The ultimate challenge and obligation of the action researcher is to improve democracy in society in a long-term perspective through representing a critical capacity in the public deliberation.  相似文献

Electronic medical records (EMR) are generally used by nurses in hospitals. However, studies investigating views on and evaluations of EMR by nurses are limited in Turkey and in other countries around the world. In this study, nurses’ views on EMR systems were investigated in terms of “Nursing care management”, “Order entry”, “Information Management”, “Information quality”, “Service quality”, “Impact of EMR system on clinical care”. The purpose of this study was to investigate the views/perceptions on EMR used by nurses working at hospital clinics in Turkey. The research questions were: (a) What are nurses’ perceptions on EMR? (b) Were there relationships among nurses’ perceptions on EMR? (c) Were there differences among nurses’ perceptions on EMR according to hospitals in Turkey. This study is composed of field research conducted using questionnaires. To prepare the data-measuring instrument, the literature on EMR was reviewed. A Likert scale type was used in this questionnaire. The study was planned and conducted on nurses working at inpatient care units at four Turkish hospitals. At the end of this study, the questionnaire had been conducted on 517 nurses. Total response rate is 66.70 %. We found that the Information quality of EMR, impact of EMR system on clinical care and service quality were high level. Information quality has the highest mean score. EMR system is an important system for nurses’ hospital has the highest mean score in this study. Nurses feel about impact of EMR system on clinical care that generally ‘EMR system’s usefulness’, ‘improving quality of information due to EMR system’, ‘improving quality of nurses’ work’, ‘improving quality of information due to EMR system’. All of the six subscales of EMR were positively correlated with each other. This study revealed that there are significant differences among the mean scores for six subscales according to the ownership of hospitals. EMR systems were not well integrated into their workflow. In addition, half of all respondents had not been trained in using EMR systems. This study will added to evaluation views and assessments of nurses about EMR literature. The results will assist in determining “Information quality”, “Service quality”, of EMR, and “Impact of EMR system on clinical for nurses in Turkish health system”. This survey suggests that nurses favor the use of an EMR and suggests opportunities for EMR enhancement.  相似文献

This paper combines the theory of teams and data envelopment analysis (DEA) to design a mechanism to optimally allocate resources in public healthcare. A statutory authority and the public hospitals under its governance are interpreted as a team, the members of which seek to operate efficiently under the shared institutional constraint that public healthcare is a public good. The individual public hospital exploits DEA to maximize own-payoff, subject to the team-condition that the payoff of each other public hospital does not fall and thereby subtract from the external effects created by the public supply of healthcare. The resulting team-DEA solution, which is shown to be both an individually-efficient and team-satisficing equilibrium and to be computable in terms of a convergent algorithm, can then be applied by the authority to determine the optimal allocation of resources in public healthcare. A case based on Chinese data is presented to illustrate the team-DEA model’s ready operationalization and computation.  相似文献

The idea of the global manufacturing virtual network (GMVN) was introduced in 2000 in order to highlight an emerging as well as an alternative manufacturing system which will have strong impacts on industry and implications to management theory. During the last three years, more than thirty companies - based in the electronics, bio-pharmaceuticals, garment, and home electronics appliance industries - have been studied in the UK and China. The research project addresses the emergence of the collaborative manufacturing phenomenon at three levels - sector, system and enabling technology. This paper summarises preliminary research findings from fieldwork conducted over the last three years. It seeks to clarify the characteristics and functionality of GMVN through the case studies and to contrast it to other types of business model, such as the multinational corporations (MNC) and international strategic alliances (ISAs). It also raises some new research questions and themes for further research into GMVN.  相似文献

We investigated, through an action research approach, social issues that impact on mobile technology adoption and diffusion in a professional construction management team of a small-to-medium sized South African construction company. The outcome of the study resulted in a framework of thinking that integrates social factors at individual and organisational levels that impacted on the adoption of mobile technologies in the organisation. At the methodological level the study is part of a limited collection of papers that used AR in the study of technology adoption and diffusion and it presents an example of the capability of AR as a method to allow for the integration of the social contexts of users into adoption frameworks.  相似文献

控制权转移激励是委托代理激励契约的重要元素,但目前对动态学习机制下委托代理激励契约机制设计还缺乏深入研究.本文在现有研究基础上,考虑到风险项目收益风险与职业经理人道德风险之间交互作用,融合控制权转移激励和职业经理人风险规避行为,建立了包含资本和风险规避型职业经理人劳动投入的委托代理激励契约的两阶段优化与学习模型,探究风险投资者的学习机制及其影响因素,挖掘控制权转移激励、风险规避型职业经理人道德风险行为及项目收益风险之间的相互影响机制.研究发现了风险投资者学习效应下控制权转移激励与项目收益风险正相关关系和规模报酬效应.此外,通过计算实验也发现了在职消费及风险项目战略收益对风险规避型职业经理人劳动效用具有显著的增强效应,而风险项目战略收益仅对风险投资者投资收益具有显著的增强效应.将控制权转移激励、风险规避型职业经理人道德风险及项目收益风险融合到风险投资委托代理契约设计中具有较强的理论价值,同时对风险投资者和职业经理人来说都有一定的借鉴和参考意义.  相似文献

在分级诊疗体系下,运用M/M/1排队与博弈论,构建了从综合医院到社区医疗服务中心转诊的期望效益函数模型.获得了医院的均衡下转率及均衡效益,研究发现病人对综合医院越偏好,医院的均衡下转率越高;两阶段治疗划分标准的差异性越低,均衡转诊越低以及对医院越有利.给出一种支付策略,有效刺激了综合医院将病人下转,并实现了综合医院、社区医疗服务中心及整个医疗系统的共赢.通过数值实验探讨了支付费用对均衡下转率及均衡效益的影响,并比较了支付策略下、非支付策略下的均衡下转率与均衡效益等,进而给出一些管理启示,为转诊有效实施提供理论支撑及政策参考.  相似文献

Due to an increased demand for evaluation and accountability, the focus on assessment in public education has become stronger. Already leading to teachers’ deprofessionalization, another risk is assessment leading to criteria compliance and becoming a tool for measuring teaching quality. Those whose learning is affected are thereby not only students, but also teachers. One major factor to restore professionalism and focus assessment on learning is to change practitioners’ ways of thinking and not only their behaviour. Therefore, a group of seven music teachers and a researcher in music education have carried out a research and development project using participatory action research as approach as well as method. This article explores and presents these upper secondary school music teachers’ conceptualizations of musical knowledge, learning and educational communication working with peers. Using Deweyan pragmatism as a lens to interpret the qualitative data, the results show that while a professional language does exist, the music teachers’ conceptualizations of musical knowledge and learning and educational approaches differ. A key aspect for the teachers to develop their professional language, concepts and assessment practices is the teachers’ opportunities to communicate—both factual as well as perceived.  相似文献

By far, the researches on how to distribute blood products among different departments in hospital have not been further studied, though the problem of blood shortage and wastage that caused by improper blood allocation is severe, which may endanger patient’s lives and impose considerable costs on hospitals. In order to solve this problem, this paper mainly studies on how to distribute the blood items among different departments within a hospital and investigates the allocation approach with the novel management method by centralizing the inventory of several different departments. By integrating the blood inventory requirements of some departments, the hospital could reduce the rate of blood shortage and wastage effectively, release the pressure of the occupancy of resources and reduce the bullwhip effect of blood products. This paper illustrates the centralization principle in hospital and formulates the mixed integer programming model to work out the optimal allocation network scheme and the optimal inventory setting for every department. And the results of the numerical example demonstrate that this centralization method could considerably reduce blood shortage and wastage in hospital by about 72% and 90% respectively. Furthermore, it could decrease the total cost by about 108,540 RMB a month on blood supply chain management in the hospital and improve the effect of some certain surgeries by transfusing the fresh blood to patients.  相似文献

The objective of this study was to conduct Action Research (AR) to create and implement a WEEE management program that was in line with the BNPSW regulations. The city chosen for this study was São João del Rei (SJDR) located in the state of Minas Gerais, Brazil. Using AR it was possible to structure a WEEE management program that involved stakeholders from the city administration, the Federal University of São João del Rei, and representatives from the private sector. The program ultimately collected 1710 kg of WEEE that received an environmentally appropriate destination. Although no major difficulties were observed with respect to the AR process itself, some challenges were encountered. Lack of infrastructure and hesitance on behalf of the public with respect to implementing WEEE Reverse Logistics were complicating factors. The action research as methodology proved to be highly efficient in dealing with e-waste reverse logistics. It resulted in faster decision making, in turn generating better results. Good decisions were repeated and errors were corrected. The Action Research project highlighted the need for raising public awareness about WEEE disposal. It also showed that the public was ultimately interested in participating and contributing to the proposed WEEE management program. The awareness of the population has led to a significant increase in the amount of collected waste. The model resulting from this research serve as a reference for decision makers in implementing similar programs around the world and to contribute to the existing body of knowledge on the subject.
