| 摘 要： | 以人为本是人们在社会实践中形成的一种以满足人的需求、实现人的发展为社会发展目标的理念。法治建设是以民主建设为基础的法制建设。以人为本通过民主引导法治建设的方向、内容。法治通过法律制度的强制力保证民主,最终实现以人为本的理念。

| Abstract: | ＂Human-Orientation＂ is a concept which is created by people in the social practice as a social development goal for meeting people＇s needs and improving man himself. Construction of being governed with law is based on democratic construction. ＂Human-orientation＂ guides the direction and content of legal construction through democracy. Law guarantees democracy through the power of legal system, and finally, to attain the idea of ＂human-orientation＇. |
