| 摘 要： | 在立法民主化和加入WTO的新形势下,克服地方立法中的部门本位和腐败现象已成为中国社会的共识,中国的地方立法机构开始邀请专家学者作为“中立团体”参与立法;专家参与立法的动因涉及立法机关的谋划、相关政府部门的策略,以及专家自身乃至社会公众的期望与考量。
