西藏农业结构特征及调整效应研究

在简要总结西藏农业产业结构演进特征的基础上,运用偏离份额方法深入分析了1987～1996年、1997～2006年两个时段西藏农业产业结构和内部各部门的偏离程度及其对农业经济增长的影响变化,并测算了农业结构变动对西藏农业经济增长的贡献份额.结论如下:西藏农业在全国农业中的竞争力弱,农业产业、种植业与畜牧业结构渐趋合理,近几年农业增长的结构效应显著,农业结构调整初现成效,但对政策优惠与资金投入的依赖性较大,结构效应的后续潜力不足.最后提出了实现西藏农业跨越式发展的一些措施.图2,表3,参11.

Study on the Characters and Adjustment Effect of Agricultural Structure in Tibet

Based on the summary of the evolutional character of agriculture structure in Tibet,this paper analyses the quantitative deviation and its impact on the agricultural economic growth of the agricultural structure and its internal four departments in the two typical periods of 1987-1996 and 1997- 2006 by using the SSM method,then calculates the contributive share that the structural alteration affects the agricultural eco-nomic growth.The conclusions are as follows: Tibet' s agriculture has weak competitiveness comparing with the other regions.The structures of agricultural industry and farming and animal husbandry have gradually become rational and the structural effect on agricultural economic growth is distinct in recent years, but it has great dependence on the preferential policies and investment. Finally, the writer put forward a few sugges-tions in order to achieve a leap-forward development of agriculture in Tibet.
