发展协商民主 构建和谐社会

和谐社会一直都是全人类的追求目标。但随着社会经济的发展,我国现有的非竞争性民主不能适应现在社会的变化:社会发展处于关键期、社会阶层分化加快、利益主体多元化、政治体制改革滞后等,导致我国的社会矛盾和冲突急剧增加,社会不和谐的现象越来越多。发展以平等、自由、理性、与共同协商为特征的协商民主应运而生。协商民主能够提供高效而合法的决策、培养有责任感的公民、畅通社情民意反映渠道,协调多元化利益以及更好地保护弱势群体,稳定社会秩序等。唯有发展协商民主,才能建构和谐社会。

Develop Deliberative Democracy and Construct Harmonious Society

Harmonious society is the goal human being having been seeking.With the development of economy,the present democracy cannot keep up with the changes in our society.Nowadays we are at the critical period that the differentiation in social stratum structure becomes increasingly obvious and a great many organizations,companies,and agencies are springing up like mushrooms.Besides,the reform of political system lags behind the development of economy.Therefore social contradictions and conflicts increase rapidly,resulting in an unharmonious society.On this condition,the request to develop deliberative democracy is being put forward.It characterizes with equality,freedom,reason and consult.It can play an important role in providing with effective and legitimate policies,fostering citizens with sense of responsibility,unblocking the channels of making all the opinions known,integrating the classes and the benefit,protecting and ensuring the vulnerable groups as well as stabilizing social order.Only after we develop deliberative democracy can we build a harmonious society.
