| 摘 要： | 文章就十三世达赖的新政措施做了探讨,认为十三世达赖的新政从巩固农奴主的政教合一的封建统治出发,加强了对广大农奴的控制;新政对西藏地方经济作了整顿和改革;新政把提倡教育放到很重要的地位;新政注重医药健康事业,这些主张在当时的西藏社会进步起到了一定的推动作用,由于受当时条件的局限,新政措施也有消极和不成熟的一面。

| Abstract: | Investigation on new policies and administrative measures of the 13th Dalai Lama is carried out in the essay. The essay gives an opinion that the policies and measures aimed to consolidate the system of feudal serfdom under a theocracy. The policies and measures rectified and reformed the Tibetan economy and emphasized medical and health care. The propositions played an important role in the social progress of Tibet. However, because of being restricted by conditions at that time, the policies and measures had some passive and immature features. |
