克鲁格曼先生“流氓经济论”之解析与思考

国家间对自然资源的争夺伴随着全球化的深入而日益激烈。克鲁格曼借中日钓鱼岛主权纷争指责中国原材料出口限制政策,称中国为流氓经济。流氓经济一词的含义是指使用抢劫、掠夺、偷窃、欺骗等等非法或不公正手段侵害他国或他人利益的行为、政策或制度。中国在钓鱼岛主权、领土与人权受到侵犯这个所有主权国家最大的政治面前,一直保持克制态度;中国即使在钓鱼岛主权纷争中中断对日稀土出口,也是符合国际社会处理此类事件的制度与惯例的,不知流氓何在?至于他对中国逃避经济发达国家的国际义务、罔顾国际法律规则、操控汇率等等指责都经不起历史与现实的剖析,流氓经济的指责只能得出他流氓经济学家的结论。
