湖南城镇土地利用现状和对策研究

湖南城镇土地利用历史悠久，历经３个不同的发展阶段。目前城镇土地利用中存在诸如用地规模不大、用地结构不尽合理、土地利用效益不高等问题。造成这些问题的主要原因在于土地使用制度不适应、土地管理机制不完善和投资项目管理失控，为优化湖南城镇土地利用，必须采取以下措施：制定和完善土地利用政策；改革土地使用制度；加强规划工作；实行土地综合开发；强化土地管理。

Research on Present Situation and Countermeasures of City Land Utilization in Hunan Province

The history of city land utilization is long and consists of three different developmental stages in Hunan province. At the present time. there are some problems in city land utilization, for example,samall land utilization scale, unreasonable land utilization structure, and low land utilization benefit. The reasons that result in these problems are unadapted land use system. imperfect land administration mechanism, and uncontrolled investment project administration. In order to optimize city land utilization in Hunanprovince, the following measures must be taken: 1 ) formulating and perfecting land utilization policy in cities; 2)reforming land use system; 3)paying attention to drowing up plans; 4 ) putting into effect comprehensive land development; 5 ) strengthening land utilization administration.
