滇桂黔石漠化集中连片特困区开发式扶贫的模式与长效机制

本文论述了滇桂黔石漠化集中连片区的贫困现状、程度及其特殊性；从自然环境脆弱性、生境严酷性、产业基础和结构、区域发展成本、人口压力等方面阐述了贫困的原因，从挟贫机制、扶贫内容、扶贫重点领域、优惠政策、保障措施等方面提出了该片区挟贫开发的思路和模式。

Development-oriented Poverty Reduction Model and Lasting Effect Mechanism in Concentrated Karst Desertification Extreme Poverty Areas of Yunnan, Guan- gxi and Guizhou Provinces

This paper analyzed the current situations of poverty, poverty degrees and their specific characteristics in concentrated karst desertification areas of Yunnan, Guangxi and Guizhou provinces. The causes were discussed for poverty including the vulnerability of natural environment, harsh living environment, weak industrial foundation and irrational industrial structure, high regional development cost and population pressure. Finally the suggestions were put forward for development-oriented poverty reduction models and ideas a in concentrated karst desertification poverty areas in the respects of poverty alleviation mechanism, the content and key fields of poverty-relief development, favored policy, safeguard supporting measures.
