| 摘 要： | 总结了国内外大都市郊区发展和新城建设的经验,梳理了上海城镇体系建设的区域背景、发展机遇和面临问题,提出了在"新形势"下构建以不同区位导向与战略层面需求为目标的"一核双轴多心"的城镇体系格局;阐述了上海以新城和重要新市镇为建设重点的市域城镇体系调整内涵,并具体讨论了政策法规、设施建设及轨道交通导向等实施策略. |
