济南市城市土地利用效益的综合评价

城巾土地利用效益的综合评价对城市土地资源管理具有重要的理论价值和现实意义．笔者以济南市为案例，首先建立了城市土地利用效益的经济、社会和生态三维评价指标体系并进行了量化，其次对城市土地利用效益的经济、生态和社会琊调度进行了测算，最后提出了提高城市土地利用效益的对策．结果表明，近20年来济南市城市土地利用综合效益呈逐年提高的趋势，其中生态环境效益增长最快，社会效益次之，经济效益增长最慢，三个效益子系统协调度也由不协调发展到高度协调阶段，为进一步提高城市土地利用效益，需要继续优化产业结构、城市土地利用结构以及改变城市外延扩展的模式．

COMPREHENSIVE EVALUATION OF URBAN LAND USE EFFICIENCY IN JINAN CITY

Comprehensive evaluation of urban land use is of theoretical value and practical significance to city land resources management. This paper took Jinan city as study area, first established urban land use efficiency evaluation index system in the aspect of economy, society and ecological. Secondly, the coordination degrees of economic, ecological and social efficiency of Jinan city were calculated. Finally, the countermeasures to improve the urban land use efficiency were proposed. The results showed that in nearly 20 years Jiiaan city comprehensive land use efficiency has been increased year by year, the growth of the ecological environmental benefits was rapiddest, then was the social benefit, the economic benefits was of the slowest growth. The coordination degree of three subsystems developed from non - harmonious to the highly coordinated stage. To further enhance the city land use benefit, it was necessary continue to optimize the industrial structure, city land use structure and change the city extension mode.
