| 摘 要： | 经济高速发展带动了城市化进程,使得很多农民失去了赖以生存的土地。如何安置城中村失地农民,将其纳入社会保障体系,是一项重要的社会任务。城中村失地农民养老保险存在保障缺失、制度缺陷、传统养老功能弱化、农民缺乏保险意识等问题。构建城中村失地农民养老保险制度,应完善土地补偿政策,加大财政投入,完善保障措施,提供职业技术教育和培训。

| Abstract: | Along with the accelerating of China＇s urbanization process,many farmers lost their land of survival.It is a significant social task to help settle down this group of people and put them into the social security system.There are series problems of endowment insurance for the landless farmers in urban villages,such as social insurance deficiency,system defect,weakness of function of traditional aging care,lack of insurance awareness for the farmers and so on.To construct the endowment insurance system for urban village farmers,we should perfect the compensation policy for land,increase the financial input,improve protection measures and provide vocational and technical education and training. |
