稳定西部农村教师队伍的对策研究

摘    要:各种调查显示,西部农村教师队伍呈明显的不稳定状态。其主要表现是纷纷调离教师岗位,往城镇涌动。形成这种状况的原因主要有:农村地区生存环境艰苦,教师工作条件差;教师工资收入较低;教育改革力度的不断加大,给教师形成一定的工作压力;城乡之间的显著差异。针对这些原因,实施“教育优先区”策略、建立农村教师特殊津贴制度、延长带薪休假、拉大城乡工资级别、加强培训提高教师水平等,能较快地加强西部教师队伍建设。

Abstract:As is shown in the study,the number of teaching staff in the countryside of West China is rather unstable.It mainly reflects in the following aspects: many have left their teaching jobs; still many have flooded into towns and cities.The reasons for this lie in; the poor living and working conditions,lower income,pressure from educational reforms,sharp contrast between city and countryside.This paper puts forward some relevant measures,for example,implementing educational priority areas,setting up special subsidy for rural teachers,lengthening their paid holidays,narrowing salaries between rural and urban areas,strengthening their training for further improvement.
