| 摘 要： | 市民素质是城市精神的基础，要塑造西安城市精神，必须从提高市民的都市意识着手。剖析西安市市民都市意识缺乏的现象及原因，指出提高市民的都市意识的对策主要有：加强教育、宣传和引导，培养市民都市意识；创造良好环境，优化市民素质；发挥社区作用，提升市民素质；依法长效管理，强化市民都市意识。

| Abstract: | The citizen's quality is the base of the city spirit,so the forming of the spirit of Xi'an city must start from the improvement of the citizen's urban awareness.After analyzing the reasons of the citizen's deficiency in their urban awareness,the paper put forwards some proposals to heighten their awareness,e.g.to strengthen teaching,informing and guiding;to create good and civilized circumstances;to give a full play of community in the society and to strengthen the long management by the law,etc. |
