| 摘 要： | 市场经济发展的历史证明，市场缺陷和政府失灵制约市场经济发展的矛盾已日渐突出，现代市场经济国家已非常重视对此的治理和防范，本文对市场缺陷和政府失灵的现象及成因进行了较系统的分析。并对这两种缺陷同时治理以及寻求一种理想的耦合方式，进行一些实际探讨。
