摘    要:本文研究了我国大型水库库容争议的仲裁问题,这种争议反映了水库所在地两省之间利益的冲突.提出了一种基于拟满意法的仲裁方法,该方法可克服构造效用函数的困难,并可推广到类似争议的仲裁.用FORTRAN-77语言编制的软件对一个待建水库争议的仲裁问题,在IBMPC/AT微型机上进行了实例计算.

Abstract:Disputes and conflicts always happen in a number of aspects of social and economic activities. Arbitration is one of the approaches to solving them. The arbitration of a dispute about the capacity of a large multipurpose reservoir in China due to the conflict of interests between two provinces along a river where the reservoir is located is studied. An arbitration approach based on the quasi-satisfactory method is presented, with which the difficulty in constructing the utility function is overcome. The approach can be extended to arbitrate other similar disputes. The arbitration of a dispute about the capacity of a reservoir to be built was computed on an IBM PC/AT computer with the programme written in FOR-TRAN-77.
